Driving with deflated tires is the root cause of blowouts. With deflated tires (pressure below standard), friction between tire and ground rises sharply as pressure drops, the tire temperature climbs steeply, the tire softens, and strength drops. At high speed this can cause a blowout. At low speed it still damages the tire, with a long latent period and hidden harm, planting the seeds for a blowout during later high-speed driving. So reducing tire pressure is wrong. The option "replace tires that have cracks or deep damage" means replacing damaged tires, not replacing them with damaged ones.
