Per Article 78 of the Implementing Regulations of the Road Traffic Safety Law of the People's Republic of China, the minimum expressway speed is 60 km/h and the maximum is 120 km/h. With two lanes per direction, the left lane minimum is 100 km/h. With three or more lanes per direction, the rightmost lane minimum is 60 km/h, the middle lane minimum is 90 km/h, and the leftmost lane minimum is 110 km/h. A vehicle traveling above 90 km/h but below 110 km/h driving in the slow lane will not block following vehicles, but in the fast lane it will, so it cannot use the leftmost lane.
