Motor vehicles may not make U-turns at locations with "No U-turn" or "No Left Turn" signs or markings, or at railway crossings, pedestrian crossings, bridges, sharp bends, steep slopes, tunnels, or other dangerous road sections; 2. At locations without such signs or markings, U-turns are allowed but must not obstruct other vehicles or pedestrians; 3. Where there is a U-turn signal light, U-turns should be made during the green phase; 4. Where there is no U-turn signal light but a sign indicates U-turns during the red or green phase, follow the sign; 5. Where there is neither a U-turn signal light nor any U-turn sign, U-turns may be made without being restricted by the signal light, but must not obstruct other vehicles or pedestrians. The situation in the picture has no U-turn signal light or sign, and there is a U-turn sign at a dotted line at the intersection (the dotted line can be crossed), so the car can make a U-turn at the dotted line without being restricted by the signal light.
