Per the "Road Traffic Safety Law of the People's Republic of China", in any of the following cases, the traffic administrative department of the public security organs shall impose a fine of between 200 and 2,000 yuan: (1) driving without obtaining a driving license, or driving during license revocation or suspension; (2) entrusting someone without a driving license, or whose license has been revoked or suspended, to drive; (3) fleeing after causing a traffic accident, not constituting a crime; (4) driving at a speed exceeding 50% of the prescribed limit; (5) compelling a driver to violate safe driving laws and requirements, causing a traffic accident not constituting a crime; (6) forcibly passing through traffic control measures and refusing to comply with dissuasion; (7) intentionally damaging, moving, or altering traffic facilities, causing harmful consequences not constituting a crime; (8) illegally intercepting or detaining motor vehicles, refusing to comply with dissuasion, causing serious congestion or great property loss. For (2) or (4), the driving license may also be revoked; for (1), (3), (5), (6), (7), or (8), detention of up to 15 days may be imposed.
