Per the Regulations on the Application and Use of Motor Vehicle Driving License, a driver who already holds a driving license and applies to add a category must not have accumulated 12 penalty points in the current scoring cycle or the most recent scoring cycle before the application. To add the light trailer, medium-sized bus, heavy trailer, or large bus category, additional requirements apply: (1) for light trailer, the driver must have held a small car or small automatic transmission car license for more than one year; (2) for medium-sized bus, the driver must have held an urban bus, large truck, small car, small automatic transmission car, low-speed cargo vehicle, or three-wheeled car license for more than two years, with no 12-point accumulation in the most recent two scoring cycles; (3) for heavy trailer, the driver must have held a medium-sized bus or large truck license for more than two years, or a large bus license for more than one year, with no 12-point accumulation in the most recent two scoring cycles; (4) for large bus, the driver must have held an urban bus or medium-sized bus license for more than two years, a large truck license for more than three years, or a heavy trailer license for more than one year, with no 12-point accumulation in the most recent three scoring cycles. Students in full-time driving vocational education who obtained a small car license while in school and have no 12-point accumulation in the current or most recent scoring cycle may apply to add the heavy trailer or large bus category.
