Per the Regulations on the Registration of Motor Vehicles, an application for change registration can be made to the original vehicle administrative office to exchange the license plates of two vehicles owned by the same person if: (1) both are registered in the same vehicle administrative office's jurisdiction; (2) both belong to the same license plate category; (3) both are for non-operating use. The owner must confirm the application and submit the owner's identity certificate, the registration certificates, driving licenses, and license plates of both vehicles. Before applying, all traffic violations and accidents involving the two vehicles must be resolved. The vehicle administrative office reviews the documents, annotates the change on the registration certificates, recovers the original plates and driving licenses, and reissues new plates, driving licenses, and inspection marks. The same vehicle's license plate may be exchanged once a year.
