According to the "Measures for the Administration of Points Assigned for Road Traffic Violations", a driver shall have 3 points deducted each time for any of the following: (1) carrying passengers exceeding 20% but less than 50% of the approved capacity for passenger cars (other than school buses, highway passenger cars, tourist passenger cars, and passenger cars with more than 7 seats); (2) driving a motor vehicle (other than a school bus, medium or larger passenger or cargo vehicle, or dangerous goods transport vehicle) at a speed exceeding 20% but less than 50% of the limit on roads other than expressways and urban expressways; (3) driving on an expressway or urban expressway without following the prescribed lane; (4) overtaking or yielding improperly, or driving against the flow on roads other than expressways and urban expressways; (5) overtaking, occupying the opposite lane, or crossing through queued vehicles when motor vehicles are stopped or moving slowly ahead; (6) hindering safe driving by, e.g., dialing or answering a handheld phone while driving; (7) failing to slow, stop, or yield to pedestrians at a crosswalk; (8) failing to yield to a school bus as required; (9) carrying cargo exceeding 30% but less than 50% of the maximum allowable total weight, or violating regulations for carrying passengers; (10) driving on the road without installing the license plate as required; (11) failing to use lights or set warning signs as required after a vehicle breaks down or stops due to an accident on the road; (12) driving a highway passenger car, tourist passenger car, or dangerous goods transport vehicle that has not passed regular safety inspection; (13) failing to check whether a school bus meets safety technical requirements before driving it on the road, or driving a school bus with safety hazards; (14) driving a cargo vehicle continuously for more than 4 hours without stopping for rest or stopping for less than 20 minutes; (15) driving on an expressway below the prescribed minimum speed limit.
