According to "The Regulations on the Application and Use of Motor Vehicle Driving License", a driving license cannot be applied for in any of the following cases: (1) organic heart disease, epilepsy, Meniere's disease, vertigo, hysteria, tremor paralysis, mental illness, dementia, or other neurological conditions that impair safe driving; (2) drug use or injection within three years, release from compulsory isolation and detoxification for less than three years, or addiction to long-term use of dependent psychotropic drugs without quitting; (3) fled after causing a traffic accident, constituting a crime; (4) caused a serious traffic accident from drunk driving or driving under the influence, constituting a crime; (5) license revoked within five years for drunk driving or driving an operating vehicle under the influence; (6) license revoked for less than ten years for drunk operation of a motor vehicle; (7) license revoked for less than five years due to driving for racing, overloading, speeding, or transporting dangerous chemicals in violation of safety management regulations and constituting a crime; (8) license revoked for less than ten years for other traffic management law violations (other than item 4) causing a major accident constituting a crime; (9) license revoked for less than two years due to other situations; (10) license revoked for less than three years; (11) within ten years of being responsible for an accident with serious injury or death caused while driving without a license; (12) within three years of taking the driver's exam in another's place; (13) other situations stipulated by law and administrative regulations. Anyone driving without a license who commits any of the acts in items 5-8 may not apply for a license within the prescribed period.
