Per the Regulations on the Application and Use of Motor Vehicle Driving Licenses, the vehicle administration office shall cancel a driving license in cases including: (1) deceased; (2) applied for cancellation; (3) lost civil capacity and the guardian applied for cancellation; (4) physical condition unsuitable for driving; (5) diseases that affect safe driving such as organic heart disease, epilepsy, Meniere's disease, vertigo, hysteria, tremor paralysis, mental illness, dementia, and neurological diseases affecting limb movement; (6) caught driving after using or injecting drugs and ordered into community drug rehabilitation, community rehabilitation, or compulsory isolation drug rehabilitation, or still addicted to long-term-dependent psychotropic drugs; (7) substituting for others in the driver's exam; (8) not renewing the license for more than one year after expiration; (9) over 70 years old and failing to submit a physical condition certificate within one year after the end of a scoring cycle, or holding only a small automatic-transmission passenger car for the disabled and failing to submit such a certificate within one year after three scoring cycles; (10) over 60 holding only a wheeled special mechanical vehicle, non-rail trams, or rail trams license, or over 70 holding only a low-speed freight or three-wheeled car license; (11) the license was revoked or driving permit was revoked according to law. If the license has not been retrieved, it shall be announced invalid. If cancellation under item (8) has not exceeded two years, you can restore qualification by passing the road traffic safety laws, regulations, and related knowledge examination, and apply at the issuing or other vehicle administration office. If cancellation under item (9) and the license is still valid or has not exceeded one year after expiration, you can restore qualification by submitting a physical condition certificate. For items (2) to (9), road traffic safety violations and traffic accident records must be cleared as required by Article 27 when reapplying.
